In 1992, Major General Baker was a lieutenant colonel of the Kurdish Parliament.
In 1993, he was appointed as a military adviser of Kurdistan Regional Government while in 1996, he was appointed as a legal adviser of Kurdistan Regional Government. From 1996-2001, he was a general director of the cabinet. Under the presidency of the territory of Kurdistan resolution no. 45, he was appointed as service adviser.
Major General Baker commanded border forces and police administration in Irbil, the capital of the Kurdistan Autonomous Region. He was a regiment of the third special protection escorts.

Major General Baker received numerous citations from the Ministry of Interior. He was awarded with various medals of honor from the US-Iraq coalition forces.
